How to claim for NS make-up pay claim

The NS make-up pay claim is the difference between the civilian income loss and the service pay, for the duration of the ORNS activity. However if the civilian income loss is lower than the service pay for each ORNS, no make-up pay will be payable. 

In Swingvy you can add the deduction during the pay run for the NS make-up pay claim if you are not registered with the DIRECT scheme or if it is late submission. The amount can be entered based on the calculation following their salary. You can refer to this link for the calculation formula.

Make-up pay claim should be done at least 14 days before ORNS activity begins and the deadline is limited to 3 months from the payment of your employee's NSmen service pay. 

Any late submission after 3 months will not be accepted. However, if the supporting document is needed and it was not available at the point of submission, they can submit it later. 

There are 2 ways of claiming for NS make-up pay:

  1. Registered with the DIRECT scheme (Employer initiates the claims)
  2. Not registered with the DIRECT scheme (Employer or employee initiates the claims)

Registered with DIRECT scheme

In the DIRECT scheme, the employer will continue to pay the employee salary in full amount while submitting the NS make-up claim for their employee. MINDEF will reimburse to the employer directly. With this, no adjustment of salary is required.

  • Employer submits for Make-Up pay claim with MINDEF through corp pass at least 14 days before your employee’s ORNS activity date. The make-up pay claim form is required.

  • Required documents for submission: https://www.ns.sg/web/portal/nsmen/home/nstopics/nspay/mup-employed/required-supporting-documents

  • The employer continues to pay your employee his full salary as per your company’s usual pay cycle.

  • MINDEF will credit both Service Pay and/or Make-Up pay to you (employer)

  • If you fail to meet 14 days deadline, please still proceed with submission. Late submission is allowed as per NS Call Centre advice. However, the Make-Up pay claim will be regarded as “Not Registered with the DIRECT scheme”.

Not registered with the DIRECT scheme

Under the Not-DIRECT scheme, the employer or employee will submit NS make-up claim for the employee and deduct it from their salary. MINDEF will reimburse the employee directly. By this, the adjustment of salary is required. 

  • Employer submits for Make-Up pay claim with MINDEF through corp pass at least 14 days before your employee’s ORNS activity date. The make-up pay claim form is required.

  • Required documents for submission: https://www.ns.sg/web/portal/nsmen/home/nstopics/nspay/mup-employed/required-supporting-documents

  • The employer continues to pay the employee but create a deduction in Swingvy under deduction and “NS Make-up pay claim” and input the amount.

  • MINDEF will credit both Service Pay and/or Make-Up pay to your employee (staff).
